BJP can fulfill its promises only if they have the government in the state as well, Modi knows this very well. It is for this reason that he is working very hard for campaigning in UP. We do not know what the result of the election would be, but he has to try his best to see that BJP wins in the State assembly election which can pave the way for the development of UP and hence fulfillment of the promises made by him.
Prime Minister may by the most important portfolio of the country, yet nothing is more important to become a PM than the support of the people. It is the people who have made him the PM and they can also unmake him if they are not happy with him.
It is an important job of a PM to canvass for his party and win the support of the people for his policies and schemes.
